Critical national infrastructure: driving cost savings and innovation

Our client engaged us to manage a large-scale, complex procurement, successfully identifying a preferred bidder for each of the four lots. We were brought in to ensure commercial principles were upheld during the contract negotiation, leading to a successful contract signature.

The challenge

Our client needed to rebuild their Data Systems Platform (DSP), which is responsible for managing energy data for all smart meters across the UK. The new DSP was designed as a disaggregated environment, transitioning from a single incumbent provider to four specialized providers. To achieve this, our client launched a procurement process, initially engaging with over 30 providers. They required support to manage a multi-stage down-selection process, alongside contract negotiations. Additionally, to ensure value for money, sought commercial advisory services to maximize cost savings for consumers in accordance with regulatory requirements set by Ofgem, and the Net Zero strategy of the Department of Energy and Net Zero. 

 

Our client needed commercial support for a large-scale procurement project, taking bidders through the entire bidding process from mobilization to contracting. This undertaking involved a complex, multi-lot structure that required the inclusion of an independent Service Integrator (SI) to integrate the services across lots, identify and resolve interdependencies and ensure that the overall objectives of the procurement were met. This demanded meticulous oversight to manage information sharing across the various lots, whilst adhering the constraints of our client’s public sector licence. 

The approach

We developed a comprehensive suite of commercial and procurement artefacts to support four complex lots: core platform, user interfaces, connectivity and service integrator. Using our proprietary collaborative solutioning methodology, we engaged bidders early to evolve requirements, refine technical and commercial solutions and build an understanding of our client’s needs. As a central part of the commercial evaluation team, we leveraged our SMEs reviewed bidder pricing and submissions, supported program replanning to align timelines with regulatory milestones and conducted independent assurance to assess commercial health, program planning, process design and organizational structure. 

Impact

Our contributions to contract negotiation during the preferred bidder stage resulted in significant TCO savings for our client, exceeding the objective goal stated in the business case. We planned and facilitated over 100 collaborative solutioning sessions with bidders, enabling a deeper understanding of their value propositions and refinement of potential solutions. This effort resulted in savings exceeding £107m, and significant advancements in the technical, operational, security and program management aspects of the solutions. The outcome was the development of a portable, scalable and disaggregated solution, underpinned by robust commercial mechanisms to ensure sustained value for money. To support our client’s ongoing success, we established standardized governance forums to maintain accountability and provide clearly defined ownership across future project delivery
